Scope of Work - Main duties, settings, geography, reporting relationships, other relationships:

Provide strategic leadership and oversight to the CT Regulatory employees as well as regulatory employees in
other jurisdictions including New York, Massachusetts and Maine. Regulatory oversight in Connecticut will be for
United Illuminating Distribution and certain Transmission functions, Connecticut Natural Gas Corporation and The
Southern Connecticut Gas Company. Regulatory oversight and representation for other AVANGRID Network
utilities operating in New York, Massachusetts and Maine may also be required. The VP-Regulatory will be the
principal on-going Company regulatory contact with all Connecticut governmental utility agencies (e.g., Public Utility
Regulatory Authority, Connecticut Siting Council, Department of Energy & Environmental Protection - DEEP, Office
of Consumer Council, Attorney General's office). Provide the Company with highly professional representation
during regular and special meetings of the PURA and maintain a presence at the State Capitol, as required,
including the review and understanding of proposed legislative actions. Must also be able to draft appropriate
legislative language to advance the Company's positions in the legislature. Oversee preparation and coordination of
all regulatory filings and monitor all pertinent regulatory proceedings.

MAJOR ROLES AND RESPONSIBILITIES (Scope of work - range of responsibilities):

• Lead in the development of strategic regulatory plans, which integrate with the needs and strategies of the
AVANGRID operating utilities and in particular those in Connecticut.
• Provide leadership to the staff assigned to the regulatory employees.
• Act as liaison for Company filings with PURA, in conjunction with various management personnel and their
designated staff.

• Provide guidance and oversee the process of making regulatory filings for Company.
• Develop and guide the activities of other staff members, as assigned. Build and enhance teamwork.
• Institute and maintain relationships with regulatory staff in support of filings.
• Monitor activities of other utilities, agency staff/commissioners and report on related efforts in neighboring states &
• Maintain current knowledge of regulatory activities, decisions and trends and regulatory accounting practices in
other jurisdictions.
• Testify as a Company witness before various regulatory proceedings as required.
• Have (high-level) understanding of commodity procurement activities for CT gas and electric distribution


Education & Experience Required:

• Bachelor of Science Degree in Accounting, Finance, Business Administration, Economics, Engineering,
Mathematics, or other related fields.
• MBA or advanced courses in utility and/or regulatory accounting desirable.
• Ten years related experience including four to six years' experience with state and/or federal utility industry
regulatory strategy and proceedings.
• Knowledge of regulatory financial concepts, tariffs and applications preferred.

• Demonstrated ability to manage complex regulatory filings involving diverse disciplines.
• Outstanding oral and written communication skills.
• Knowledge of regional power and gas markets and their operation is desirable.
