DescriptionJOB SUMMARY:

Under limited supervision, responsible for safe and reliable operationof the Bulk Electric System and all associated transmission andsubstation assets. Coordinates and directs the activity of fieldemployees and ECC operators in the operation and maintenance of theCompany's electric power system and gas system as applicable. Has theresponsibility and authority to implement real-time actions to ensurethe stable and reliable operation of the Bulk Electric System. Monitorsand responds to electric power system reliability events and operatingparameter violations. Directs the switching of Company andinterconnected electric power system facilities to maintain safety andoperate within respective reliability criteria.

MAJOR ROLES AND RESPONSIBILITIES:

1. Monitors and evaluates electric power system alarms and events,prepares and initiates corrective action response. Anticipates andresponds to actual or predicted thermal and voltage violations on theelectric power system. Provides direction and assistance to operationsstaff during electric and/or gas system emergencies. Prepare reports onsystem disturbances and events as required.

2. Responsible for complying with the applicable NERC reliabilitystandards and applicable reliability criteria as defined by NPCC, theapplicable ISO, Regulatory authorities, and internal policy andprocedure.

3. Evaluates reliability impact of planned maintenance outages.Reviews and directs the switching of Company electric transmission anddistribution facilities for scheduled inspection, maintenance, andtesting to follow all applicable safety rules & procedures.

4. Evaluates and directs the response to spontaneous transmission,generation, or substation equipment outages. Initiates action to manageand limit risk of uncontrolled failure of components or cascadingoutages of the interconnection. Plans emergency isolation andrestoration activity to minimize duration and number of customersinterrupted to achieve CAIDI/SAIFI reliability targets

5. During normal and emergency conditions, has the authority todirect timely and appropriate real-time actions. Has authority to shedfirm load to prevent or alleviate System Operating Limit orInterconnection Reliability Operating Limit violations. These actionsare performed without obtaining approval from higher-level personnelwithin the organization.

6. Provides operations and communications interface with NY or NEISO and market participants located in Company's area. Initiates controlaction or other processes as requested by either ISO within area ofjurisdiction. As applicable, performs hourly energy accounting functionsto support calculation of Company's transmission district load.

7. As applicable, directs after-hours customer service troubledispatch activity including the dispatch of field operations crews inresponse to electric and gas distribution trouble and emergencies.

8. Schedule shifts and provide technical guidance and expertise toemployees engaged in the operation of the electric and/or gas system.Develop and implement general operating practices, procedures, andmethods that promote the safe and reliable operation of the electricpower system. Direct, plan, document, review and/or appraise the work ofdirect reports, provide coaching, counseling, and disciplinary action ifrequired.

RequirementsEducation:• Must have at least an Associate degree in Electrical EngineeringTechnology or related technical field.

Certifications:

• NERC Reliability Operator or Transmission Operator certificationor the ability to certify within one year required.

Experience:• In-depth knowledge of interconnected electric power systemoperations, generation characteristics, electrical equipment operations,system protection desirable.• Experience and knowledge of energy control systems and electricpower system network analysis applications desirable.• Familiarity with SCADA (Supervisory Control and DataAcquisition), OMS (Outage Management System) and GIS (GeographicInformation System)•Familiarity with OSHA electric safety standards and switching andtagging procedures.•Knowledge of customer service procedures desirable.•Supervisory experience and knowledge of labor relations practicesdesirable where applicable.
