Job Description

Overview

The Klamath Cogeneration Project is a 535 MW state-of-the-art gas-fired combined cycle cogeneration facility and a 100 MW Peaking Facility adjacent to the City of Klamath Falls, Oregon.  These facilities operate as a flexible dispatch combined cycle merchant plant and a fast start peaking plant supplying power to California and the Pacific Northwest, as well as steam to the adjacent Collins Products manufacturing facility.  These plants commonly operate in Automatic Generation Control (AGC) and also serve as a resource for the Avangrid Renewables Balancing Authority.  In the future, they may participate in the Energy Imbalance Market (EIM) or other markets.

Key Responsibilities

  • Responsible for day-to-day operations management of the facility in a safe, environmentally compliant (permit compliance), and fuel-efficient manner.  This includes implementing plant optimization procedures across all operations personnel.
  • Continually evaluate and prioritize plant conditions (steady-state, transient, & upset) and act to control, contain, and restore plant operations in a safe, appropriate, and environmentally compliant manner.
  • Responsible for the recruiting, testing, training, qualification, development and direct supervision of approximately 10 multi-skilled plant Operators.  Also includes optimizing operator training to reduce the time it takes for a new operator to become qualified.
  • Responsible for analyzing individual performance of Operations Department personnel and providing written and verbal guidance and feedback in accordance with Avangrid Human Resource procedures and processes.  This includes managing operations schedules, time entry, PT, etc.
  • Reports to the Managing Director – Klamath Energy with a dotted line to the Operations & Engineering Manager.  This position coordinates (and effectively communicates) with Operations Personnel, NCC, Asset Management, Trading, Maintenance Personnel, EH&S Engineer, and Maintenance Manager   to implement daily operations and maintenance tasks, and/or hourly production targets in a safe and environmentally compliant manner.
  • Manage the elements of the Steam Sale Agreement.  This includes economical and reliable steam delivery, condensate return, well makeup for losses and the general relationship with the customer. 
  • Demonstrate leadership in Environmental, Health and Safety including but not limited to ISO certifications, OSHA voluntary programs, PSM, RMP and Safety Committee as assigned.
  • Improve on-watch maintenance programs for the Operations Department personnel.
  • Ensures the plant-wide computerized maintenance management system is integrated with plant operations. 
  • Manage plant Operations staff, outside contractors and OEM’s to minimize costs and optimize plant availability and reliability.  
  • Responsible for operations coordination of scheduled and unscheduled outages. And the scheduling of startups, shutdowns and testing as required.
  • Manages the development, planning and execution of the operations portion of the facility O&M budget and provides input to the plant maintenance budget.
  • Responsible for the continuous improvement of the output and heat rate of the facilities and the monitoring of operating equipment’s performance.

Responsibilities, Cont.

  • Manage the planning, conducting and critiquing of plant drills that involve various types of circumstances involving operations, plant staff and external agencies.  This includes ensuring that each employee at KE participates in at least one evacuation drill per year.
  • Provide input and leadership for plant improvements, technological advances and alterations as needed.  This includes but is not limited to assisting with, and if assigned, manage the addition or modification of plant controls.
  • Participate in the manager on call duties.
  • Clearly communicate important plant and corporate information to the Operations Department personnel by staff meetings or other methods to ensure the efficient flow of information.  This includes communicating important plant information to other departments at KE or Avangrid as necessary.
  • Perform as department leader and be responsible for the safe and proper operation of the plant.  Some duties include: work order oversight, coordination of maintenance activity, efficient operation of the plant, maintaining proper water chemistry and managing/supervising Operations Technicians.
  • Ability to solicit and utilize 360° input, get buy-in, and, at times, be able to make decisions alone with the commensurate degree of urgency while maintaining an overall sense of ownership and teamwork within the organization.
  • Become proficient in the administration and management of current and future contracts as applicable.
  • Other duties as assigned.

Required Qualifications

  • Minimum of 10 years of combined cycle and peaker power plant O&M experience including associated auxiliary and support equipment. 
  • Possess a high level of system and integrated process knowledge of power generation equipment.
  • Possess and utilize the ability to make decisions which will affect the achievement of plant objectives, efficiency, morale, and financial performance in a positive manner.  This includes the ability to foster a cooperative team-oriented boundary-less work culture and positively motivate people.
  • Possess significant knowledge of boiler water, demineralized water and cooling water chemistry requirements including the ability to take samples, analyze samples and make decisions on chemistry adjustment based upon the results of the analysis.
  • Detailed knowledge of NERC/CIP standard and its effect on plant operations.
  • Management skills including the ability to manage multiple projects and priorities, implement mission–critical programs, set expectations for and follow up with staff, recommend and oversee improvement of plant specific processes and systems.
  • Proven ability and experience in successfully managing a team.
  • Proven ability to effectively communicate orally and in writing with all levels of management, operations, and technical personnel in and easy to understand yet precise format.
  • Respond on an on-call basis and travel to remote locations as required. Travel approximately <5%.
  • Analyze project risks and proactively identify solutions with a flexible, creative, and solution-focused outlook on problem solving.
  • Manage, perform and coordinate root cause analysis of plant/equipment/personnel events and develop/ implement appropriate corrective action(s), in a timely, safe and cost effective manner utilizing all needed resources.
  • Extensive experience in troubleshooting power plant systems.
  • Strong prioritization and multi-tasking skills with the ability to operate in a complex, rapidly changing business environment with typically tight schedules and demanding targets.

Preferred Qualifications

  • Specific experience with the following platforms:
    • Siemens 501FD3(6) combustion turbines, Pratt & Whitney FT-8 combustion turbines and associated BOP equipment
    • DCS controls including Siemens T3000 and ABB Infi-90.
    • Business software including SAP and Microsoft Office.
    • Plant software products including RedTag Pro, MP2 and PI.
    • Be familiar with KKS numbering systems, Toshiba nomenclature and Black & Veatch plant nomenclature
  • Experience with environmental regulations and compliance reporting.
  • Have experience with utilizing secondary effluent water as plant cooling water.
