Responsibilities

The Offshore IT Technical Manager will manage and support the delivery of telecommunication, networking, systems and IT infrastructure in large-scale offshore wind projects, providing engineering and support for all corporate communications and control infrastructure to our growing portfolio of offshore wind farms in the US.

The jobholder will be part of the Infrastructure, Operations and Communications (IOC) team in AVANGRID. Reporting to the IOC Director, this senior leader will be required to interface closely with the other members of the IOC team (Network – Systems),  IT Applications Managers, Offshore Project Managers, Global IT and Operation Leaders.

Responsibilities

  • The scope of this role will be broad, covering the technical management, generation and reviewing of systems, networking and telecommunication assets.
  • Coordinate, implement and support the strategy for the delivery of IT for Offshore AVANGRID Projects across the AVANGRID wind offshore business.
  • Liaise with diverse corporate functions to define and support the general division of responsibilities in the delivery of offshore IT assets.
  • Lead IT for Offshore AVANGRID Programs.  Lead the development and implementation of a broad, coordinated set of projects to meet the company goals and the offshore business requirements. Exercise high level of authority and discretion over day-to-day activities and offshore project operations.
  • Lead technical solutions implementation in coordination and aligned with local and Global IT counterparties.
  • Develop telecommunication, network and systems infrastructure standards for the US offshore business following Global Offshore solutions.
  • Coordinate offshore applications infrastructure delivery and deployment with local and global IT Application managers.
  • Review and coordination requirements and interfaces of 3rd party IT and infrastructure entities including Joint Venture partners, wind turbine networks, control networks and other offshore systems.
  • Manage the delivery and integration of 3rd party networking/telecommunication assets in accordance with corporate policies and the AVANGRID network blueprint.
  • Interface and coordinate with external suppliers and contractors to ensure delivery specifications are met.
  • Manage related projects and programs Procurement process: Contribute to the technical bid preparation reviews, market analysis, and tender evaluations.
  • Manage and coordinate related projects and programs budget.
  • Contribute to the identification and management of technical risks, issues and impacts of the project to minimize dangers during construction, installation and operation of the offshore wind farm structures.
  • Provide assistance during inspection and commissioning of IT equipment of all offshore plant. Test as required, both onshore and offshore, to ensure that delivered equipment comply with design requirements.
  • Provide technical implementation, hands-on over IT Assets when needed during project deployment, testing, and commissioning.
  • Manage and coordinate handover processes with Commissioning and O&M teams.
  • Coordinate required and program-related IT Operations.
  • Develop and maintain knowledge of Projects and Programs.
  • Strategically review technical and business process to drive continual improvement (service effectiveness and efficiency).

Skills and Requirements

  • Bachelor's Degree in computer information systems/ business  or the equivalent combination of education and experience
  • 8+ years working in an IT Department in any capacity
  • 5+ years of work experience   supporting IT development & construction phases of large scale projects
  • 5+ years of work experience designing, configuring and deploying IT infrastructure (Network, Systems, telecommunications)
  • 2-3 years of experience working with Telecommunication service providers
  • 2-3 years of experience managing technical professional services, managing complex Procurement processes.
  • 1-3 year of experience working in IT Offshore Wind environments.
  • 1-3 year of experience working with industry codes and standards and offshore regulations.
  • Good technical knowledge of IT system, included but not limited to: telecommunication infrastructure in general, structured cabling, networking, optical fiber, high capacity transmission systems, radio communications, systems virtualization, storage, databases.
  • Proven experience in strategic project execution, strategic planning, risk management, and change management while engaging and influencing various stake holders at all levels across the company. 
  • Able to travel to the AVANGRID and IBERDROLA Generation sites and offices on demand under project premises.  The position will be based in Portland OR, but the main offshore project office will be located in the East coast. Travel to the offshore locations will be frequent.
  • Strong Commitment to personnel safety and IT Security.

Preference may be given to candidates with the following:

  • 10 or more years working in an IT department with at least 5 holding any type of responsibility position
  • Ability to relocate to the East coast,  if required in the future by the job functions
  • Project management certification
  • Any type of technical certification in Networking, Systems or Telecommunications
  • NERC Certification
