The Manager of the Network Management Center is responsible for a high- level of success regarding the OSGNetwork Management Center (NMC). The Manager of the NMC is responsible for maintaining organizationaleffectiveness and efficiency by participating in the development of strategic plans for implementing and operatingthe monitoring and alarming of network technologies proactively.


The Manager position of the Network Management Center is accountable for the following functions for thebusiness units served by the NMC :1. Oversees activities directly related to Network Management Center services which include, but is not limited to:monitoring, support, maintenance, lifecycle management, repair, change management and physical andcybersecurity. Responsible for output and performance of the Operational Smart Grids Network ManagementCenter insuring that managed applications and processes meet stakeholder expectations including MaintenanceRequest, Maintenance Calendar, and Post Mortem Application.2. Manages all activities of the NMC System and Support Specialist to ensure that all alarm systems andapplications are maintained, current and active. This includes the integration of any new networks and alarmsources into the monitoring infrastructure and activities directly related to the monitoring of system networkavailability,capacity, and augmentation. .

3. Plans and directs the department’s strategic activities, reporting and timelines for delivery and coordinates withother department heads as req uired for deliverables and available dashboard metrics and creation for leadership.4. Develops departmental Budget, coordinates the department’s financial activities to fund operations and growth,maximize investments, and increase efficiency. Takes ownership of process improvement and continuousadvancement of the networks. Creates and Reviews department’s overall and individual metrics and otherperformance data to measure productivity, goal achievement and customer satisfaction. Establishes andimplements departmental projects, policies, procedures, and objectives-- conferring with senior/executiveleadership and staff as necessary. Identifies complex problems and reviews related information to develop andevaluate options, implements solutions and documents and categorizes for future use.5. Determines staffing requirements: interviews, hires, and helps train new employees or oversees those personnelprocesses. Leverages the capabilities of new and existing talent. Creates Training Manual and activities for allemployees. Provides guidance and direction to subordinates: sets performance standards and monitorsperformance.

Daily Activity:
• Manage day-to-day ticket queues, service-now, JIRA
• Identify, install and maintain upgrades to the network
• Develop training plans for FTE’s and Consultants
• Participate in Operations and Project meetings
• Partner with respective IT Leaders, end-users and businesspartners to solve complex challenges with innovative ways to connect
• Manage critical vendors, including AT&T, Frontier, Verizon,Fairpoint and other service providers to ensure partnership and servicecontinuity
• Utilize Network Performance Management tools that monitorutilization, predict capacity requirements and manage inventory andconfiguration
• Practice network asset management, including maintenance ofnetwork component inventory, life-cycle management and relateddocumentation
• Create and maintain a comprehensive vendor contact and escalationlist
• Develop, refine, and document policies, processes, procedures,and associated network requirements and drive their implementation anduse

• Development and standardization of alarm profiles for all networkelements
• Review and monitor all system performance reports, schedulingnecessary actions to avoid system degradation and customer serviceinterruptions
• Accurately track and communicate MOP’s relating to routinediagnostics, growth, and upgrade activity
• Development, documentation and communication of all networkactivity

• Development and standardization of NMC processes and procedures
• Development and communication of reports for Network Health,outages, MOP's and Routine Maintenance with upper level management
• Coordinate and conduct routine operational support meetings,including review of Outages, Training, Metrics, Repairs, Best practicesetc.


Education, Experience & Certifications Required:

• Bachelor’s degree in an engineering discipline required, telecommunications preferred.
• Minimum of 7 years of engineering experience required.
• Experience managing the design and installation oftelecommunications infrastructure with a focus on communications networks such as Fiber OSP, SONET,Microwave, Radio, MPLS, Carrier/Metro Ethernet, WiMax and Broadband preferred.
