JOB SUMMARY:

Scope of Work - Main duties, settings, geography, reporting relationships, other relationships:

Provide strategic leadership and oversight to AVANGRID Networks on electric transmission regulatory items.
Activities will include developing relationships with commissioners and staff of the Federal Energy Regulatory
Commission (FERC) and proactively influencing and monitoring the relevant activities of FERC and the Department
of Energy. The position will also have active participation in relevant regional transmission organizations and
industry trade groups as well as being an expert witness in Network's proceedings at FERC. Oversee preparation
and coordination of all Network electric transmission regulatory filings at FERC and monitor all pertinent regulatory
proceedings.

MAJOR ROLES AND RESPONSIBILITIES (Scope of work - range of responsibilities):

• Provide policy oversight and influence for Network's transmission activities.
• Represent the Company in regulatory proceedings or stakeholder processes on electric transmission activities
before for the FERC, Maine Public Utilities Commission, New England Independent System Operator, New York
Public Service Commission, the New York Independent System Operator and Connecticut Public Utilities
Regulatory Authority and others.
• Oversee the creation of new formula rates to advance Network's transmission business.
• Provide written and oral testimony in regulatory proceedings including, but not limited to, transmission formula
rate, accounting issues, return on equity, ratemaking incentives, and tariffs.
• Create, direct and oversee the preparation of Network's interrogatory requests and responses, pleadings, briefs,
reply briefs, compliance filings and other written communications in electric transmission proceedings with

regulatory commissions.
• Lead negotiations of transmission matters with regulatory authorities.
• Work closely with the Vice President-Regulatory Strategy, Vice President General Counsel, expert consultants,
external legal firms and other Company executives on developing, presenting and executing Company positions.
• Assure Network's compliance with all FERC rules, regulations and orders, including standards of conduct.
• Oversee the development of weekly and monthly regulatory management reports and a calendar of regulatory
requirements.
• Oversee, prepare and present for internal and external audiences PowerPoint presentations to communicate
items of importance to AVANGRID leaders.
• Oversee and research various outside company and commission regulatory proceedings, as necessary.
• Actively involved in NY Transco.
• Lead the New England Transmission Team by providing clear guidance, objectives and direction and develop the
Team appropriately.

Requirements
JOB REQUIREMENTS:

Education & Experience Required:

• Bachelor of Science Degree in Accounting, Finance, Business Administration, Economics, Engineering,
Mathematics, or other related fields. MBA or advanced courses in utility or regulatory accounting desirable.
• At least ten years of related experience with electric utility regulation or electric transmission planning and
development. Knowledge of financial, regulatory policies, concepts and principles. Experience in regulatory
proceedings addressing state or federal regulators, working with outside legal counsel and other regulatory
stakeholders. Demonstrated ability to manage several complex regulatory matters involving diverse disciplines.
Outstanding oral and written communication skills. Track record of successful outcomes in projects managed or
regulatory proceedings.

Skills/Abilities:

• Strong technical writing capabilities and the ability to communicate and persuade both orally and in writing.
• Understand the transmission formula rates used by FERC throughout the United States and in particular the
formula rate for the New England transmission owners.
• Know regulatory terminology and be familiar with emerging regulatory matters impacting the electric transmission
industry.
• Lead project teams
• Able to handle multiple, complex activities quickly and accurately.
