Description
Purpose:
Provide construction management to ensure quality assurance services of the construction of, and modification to,
UI's distribution and transmission underground duct lines, manholes, vaults and complex construction projects as
required. Provide technical expertise and construction management as it relates to the transmission and distribution
system to UI personnel and construction contractors. Manage an array of distribution and transmission system
construction projects for which engineering and/or construction may be provided by internal and external resources
(contractors and consultants). Participate in the development and implementation of construction management
process improvements across the Company. Provide construction management mentoring to project team
members. May serve as subject matter expert for large, complex construction management projects or programs.
Develop new or improved techniques or procedures used for underground and overhead construction projects.

Key Responsibilities:
Direct external contractors in project tracking & control (e.g. Construction schedule, cost, resource allocation).
Monitor, evaluate and manage construction schedule, and direct adjustments as required for efficient and
cost-effective execution. Solves complex construction management problems; takes a broad perspective to identify
innovative construction management solutions. Plan and coordinate various aspects of the construction project life
cycle. Prepare and maintain construction project records and documentation as required. Review project plans and
develop construction schedules, outage requirements, material requirements and generate the construction costs
for all T&D UG/overhead projects. Ensures compliance with construction specifications. Administer complex
construction projects. Promote cross-functional teamwork. Act as a resource and mentor to colleagues with less
experience. May be required to make presentations to project teams. Coordinate with the Communications
Manager on all customer outreach communications needed to support construction activities/projects. Resolve
complex construction activities in non-std situations & develop creative solutions. Independently apply and interpret
design stds., industry codes, design criteria, guidelines & UI polices/procedures. Ensures adherence to UI's Safety

Manual, standards and safe work practices and National Electric Safety Code, DEP, DOT and OSHA regulations;
and ensures outside construction crews accept safety as their personal responsibility. Assist Purchasing and the
Project Manager to secure bid specifications and competitive incentive-based bid contracts. Monitor and assure
actual project costs are aligned to approved project charter. Is involved in multiple on-site construction activities
including organizing and coordinating construction operations, materials, and equipment. Effectively communicate
changes in scope, schedule and resource variations to the Project Manager and Team. Eight years of related
technical experience in a construction environment or electric utility industry. Construction management experience
and underground and line construction management experience in electrical transmission & distribution are
preferred. Ability to understand and communicate the link of construction activities to business strategy. Must
possess strong writing and verbal skills with the ability to create and deliver effective construction management
documentation and presentations. Must communicate well with all project team and stakeholders.

Requirements
Education:
A.S. degree in technical discipline (e.g., engineering, materials management, construction management) from an
accredited university and 11 years experience with at least 8 years distribution or transmission experience
(underground, overhead line construction or substation).
